9K121“旋风”（英语：9K121 Vikhr；俄语：9К121 «Вихрь»；以下简称为“旋风”）是一款由前苏联设计局KBP仪器设计厂所研制及生产的第四代激光（英语：Laser guidance）乘波制导制导式反坦克导弹系统，9K121是俄罗斯国防部火箭炮兵装备总局（GRAU）的代号；而北约代号为AT-16“青葱”（英语：AT-16 Scallion）。其导弹本身被称为9M127“涡流” 。

“旋风”可从军舰、卡-50“黑鲨”与卡-52“鳄鱼”攻击直升机和苏-25T/TM“蛙足”攻击机以上发射。

尽管是由不同公司研发的不同武器系统，但“旋风”系统经常与9M120“冲锋”系统相互混淆。后者由科洛姆纳机械设计局（英语：KB Mashinostroyeniya）所设计，并且由V.A.捷格加廖夫工厂（英语：Degtyarev plant）所生产。

“旋风”是由前苏联所研制，作为美国AGM-114“地狱火”的对应武器。1980年，KBP仪器设计厂的开始其研发工作。1985年，第一批原型准备部署。1992年，“旋风”在范堡罗航展上首度公开展示。同卡-50“黑鲨”系列，由于当时俄罗斯联邦军队的经济状况不佳，只有少数人可以参与“旋风”的测试。2014年，“旋风”系列开始批量生产；2015年，第一批成品交付给俄罗斯联邦军队。

“旋风”旨在打击重要的地面目标，其中包括配备了内置式和附加式爆炸反应装甲的装甲目标，这样日间时从直升机上发射时的射程最少可达8,000米、固定翼飞机发射时可达10,000米、而夜间时从两者发射时都降至5,000米；而另一个用途是在防空器材的行动条件以下的空中目标。

“旋风”存放在一根玻璃钢强化塑料管当中，而该管也起著其发射器的作用。“旋风”亦以“联盟”NPO固体燃料火箭作为其发动机。启动时，一发小型发射装药会将导弹射出发射管。刚离开发射管子以，“旋风”会展开其折叠式前翼并点燃火箭发动机。火箭发动机的喷嘴位于导弹的左右两侧。导弹的顶部是其近炸引信。

“旋风-1”导弹是“旋风-M”系统的一部分，该系统还包括自动瞄准器和可压缩的发射器。1990年时获采用。

“旋风”的自动瞄准器配备了用于目标瞄准的自主追踪（英语：Track-via-missile）和红外频道、用于导弹控制的激光束频道、激光测距仪、自动目标追踪组件、数字计算机以及瞄准具和光束频道的瞄准及稳定系统。自动瞄准器提供日间和夜间的目标探测和识别、自动目标追踪和导弹制导，并为火器和火箭发射生成精准确实的信息。“旋风”是由一枚装有近炸及接触引信、空气动力控制致动器、电子控制装置、电动机和激光探测器的串联式（英语：Tandem-charge）高爆反坦克破片弹头所组成。它被保存在密封的发射及运输容器以内。

多用途弹头（由两级高爆破甲弹头和附加式破片套所组成）使得该导弹可以用来对付装甲、空降和表面三种目标。相比于使用9M120“冲锋”时需要携带由三款不同的导弹型号所组成复杂组合对付各个目标，这多用途弹头可是一个优势。使用近炸引信可以实现近5米的误差，并且可以打击速度500米／秒的空中目标。

与AGM-114“地狱火”不同在于，“旋风”采用激光（英语：Laser guidance）乘波制导系统。这个激光束控制系统会将各项数据传输给正在推进的过程当中的导弹弹体，并且提供精确的制导，让导弹在飞行过程中保持在激光束以内；而这在寻的系统当中却是被排除的。“旋风”的导弹控制系统亦具有较为高强的抗热诱饵弹与雷达干扰（英语：Radar jamming and deception）能力，因为它的信号接收器位于导弹的尾部、面向信号发出雷达，从而保护它免受干扰信号所干扰。但也只能选择直接攻击目标表面，顶部攻击是“旋风”所不可能轻易达到的事。

自动目标追踪系统和高度精确的导弹控制系统为其高度精确的目标命中概率（生产商报告指出对固定目标为0.95）带来了重大贡献，而这两个系统亦可让其在发射过程中改变雷达和目标的参数。

“旋风”可以单独或成对发射（后者在相同目标下增加致命性）。导弹以超音速飞行，高飞行速度使其能够迅速打击目标，并减少在敌方防空区域内发现发射的直升机或飞机所花费的速度，相应地可增加我方的生存性。该系统能够在30秒以内对准2至4个目标、并在10,000米范围以内发射“旋风”，这将其杀伤力提高到早期系统的三至四倍。

“旋风”的价格亦比西方同类武器、甚至其同原产国的9M120“冲锋”便宜得多。每枚“旋风”的售价为$28,300、9M120“冲锋”为$50,000，而AGM-114“地狱火”则是$110,000。
